Because of the importance of Louisiana's wetlands to the nation, Senator John Breaux introduced the Coastal Wetlands Planning, Protection and Restoration Act, or CWPPRA. In Louisiana, we refer to CWPPRA as the Breaux Act. The most significant features of the Louisiana program are displayed on the screen and following slide. CWPPRA is not only a Louisiana program. The national program has three key elements.
  1. The National Coastal Wetlands Conservation Grant Program, which provides about $9 million of federal funds
  2. The North American Wetlands Conservation Fund, which also provides about an additional $9 million of federal funds
  3. The Louisiana program.

The first two are administered by the Department of the Interior while the Louisiana program is administered by the Department of the Army, US Army Corps of Engineers.
