Title: Manager, Coastal Habitat Restoration - Gulf
Summary: The Manager is responsible for developing and coordinating the necessary science and technical related support to evaluate and implement conservation investments for the Gulf Environmental Benefit Fund (Fund) in the States of Texas, Louisiana, Mississippi, Alabama and Florida (Gulf States). Such conservation investments will be consistent with the underlying legal documents and any applicable policies and procedures approved by the National Fish and Wildlife Foundation (NFWF) Board. In this capacity, the Manager will support the Directors and Vice President of the Gulf Environmental Benefit Fund by consulting with appropriate program managers, science officers, and other relevant representatives of the Gulf States and federal resource agencies. This work will be multi-disciplinary and involve significant coordination among the NFWF Science Team and other staff, federal and state agencies, consultants and others to evaluate the technical merits of conservation investments. Principle job responsibilities will include science and technical related consultation with the Gulf States and federal resource agencies to evaluate conservation projects to achieve the purpose of the Fund, management of technical advisors and consultants, interaction with existing and potential grant/contract recipients, leading project review, conducting project site visits to ensure compliance, providing technical assistance to grantees/contractors, reviewing reports from grantees/contractors, coordinating with the grants administration team to assure the effective implementation of NFWF's grant/contract administration policies, and closely coordinating efforts with the Vice President and other NFWF staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develop processes and procedures that facilitate the efficient and effective evaluation of conservation investments eligible under the guidelines and criterion established for the Fund.
- Evaluate the projects, programs and activities necessary to implement the Fund in coordination with the Directors and the Vice President, the Gulf States, applicable federal agencies, various technical advisors, various NFWF staff including Initiative Directors and Evaluators, GREAT, IDEA, Finance, contractors and the Board.
- Work with Directors, Vice President, NFWF Science Team, state and federal resource agencies and other experts to develop conservation outcome strategies to guide project investments from the Fund, as appropriate.
- Work with the Directors and the Vice President, other NFWF staff, and state and federal resource agencies to review grant/contract awards; developing, coordinating and implementing site-specific technical assistance and oversight of projects with grantees; negotiate milestones with grantees/contractors; and establishing systems to monitor progress of each grantee (using Foundation technical and financial tracking databases).
- Manage technical support contracts with various consultants and other third-party experts to assist in the technical review of conservation projects.
- Lead the coordination of the program's external technical review of proposals in accordance with NFWF policy, as applicable.
- Represent NFWF at science-related meetings with state and federal agencies, Congress, public meetings and conferences.
- Lead the effort to track scientific and policy developments that may impact Gulf restoration efforts.
- Review and evaluate submissions by grant/contract recipients, and conduct project site visits as necessary, to ensure compliance with programmatic requirements of their grant/contract agreements.
- Prepare briefing materials and recommendations to support decision making by NFWF's staff and Board.
- Prepare and/or assist in the preparation of various descriptive and evaluative reports as directed.
- Perform other duties as assigned by the Vice President.

MINIMUM QUALIFICATIONS (EDUCATION, EXPERIENCE, SKILLS)
- Advanced degree or equivalent experience with concentration in coastal ecology, natural resource management, project and program management, civil engineering, conservation science or biology preferred, with a minimum of five years of experience working on coastal habitat restoration projects or programs in the Gulf of Mexico.
- Experience working with Gulf state and federal resource agencies in the development, evaluation and implementation of coastal conservation plans, programs and projects.
- Strong skills in the areas of project management, program management, project budgeting, collaboration with scientists and other technical experts, and development of decision support processes.
- Professionalism and leadership qualities.

- Strong analytical and reasoning skills.
- Experience managing contracts or cooperative agreements.
- Grants management and administration experience preferred.
