PROJECT LOCATION:

The project is located on Queen Bess Island north of Grand Isle and east of the Barataria Bay Waterway in Jefferson Parish, Louisiana.

PROJECT DESCRIPTION:

The project originally involved using maintenance-dredged sediments to create marsh in shallow water areas adjacent to the channel. Eighteen marsh development areas, ranging in size from 15 to 133 acres, were proposed between Mile 0 (at Barataria Pass) and Mile 16 of the waterway (near Bayou St. Denis). During design, it become evident that some of the 18 sites had been leased for oyster production. Thus, the use of these sites was put on hold pending resolution of oyster lease conflicts. Subsequently, the CWPPRA program designed and constructed a dredged material containment area at Queen Bess Island for beneficial disposal of maintenance dredged material from Barataria Bay Waterway. Remaining project funds are targetted to purchase oyster leases near the channel to clear sites for additional beneficial use of maintenance dredged material for marsh creation.

The enlargement of Queen Bess Island was incorporated into the project and the construction of a 9-acre cell was completed in October 1996, at a cost of $945,678. Remaining funds may be used to clear marsh creation sites of oyster leases. If oyster-related conflicts are removed from the remaining marsh creation sites, these areas will be incorporated into the Corp's O&M disposal plan for the next three maintenance cycles. The USACE, LADNR, and LDWF are currently pursuing an administrative process to identify and prioritize beneficial use sites along the BBWW. Additional monitoring of the Queen Bess site was discontinued in 2002 on the recommendation of the local sponsor and monitoring team. There is no operations and maintenance plan for this project. The 20-year life for this CWPPRA project expires on 15 Oct 2016.

FUND STATUS:

The current project estimate is $1,167,832 , which includes $1,102,926 for construction first costs, and $64,906 and $0 for 20 years of monitoring and operations and maintenance, respectively.
