  2. Report: Status of CWPPRA Program Funds and Projects (Jernice Cheavis, USACE) 9:40 a.m. to 9:50 a.m. Ms. Jernice Cheavis will provide an overview of the status of CWPPRA accounts and available funding in the Planning and Construction Programs.


  3. Report: Electronic Votes and Approvals (Scott Wandell, USACE) 9:50 a.m. to 9:55 a.m. USACE will report out on recent electronic votes and approvals.


  4. Decision: Request to Increase the Incentive Payment for the Coastwide Nutria Control Program (CNCP / LA-03b) (Quin Kinler, NRCS) 9:55 a.m. to 10:15 a.m. NRCS and CPRA request approval to increase the incentive payment to $6.00 per tail delivered. When the CNCP started in 2002, the incentive payment was set at $4.00. Due to a decline in the harvest in 2005-2006 following Hurricane Katrina, the incentive payment was raised to $5.00 beginning in 2006-2007 (Program Year 5). Following that increase, there was a sharp increase in harvest and a decrease in nutria related damage. Following 2015-2016 (Program Year 14), we have again seen a decline in harvest. Due to inflation over the past 12 years, NRCS, CPRA, and LDWF find it appropriate to increase the incentive payment to $6.00 beginning in 2019-2020 (Program Year 18). It is noted that the approved project estimate included an incentive payment increase to $6 in Program Year 11 and to $7 in Program Year 16. Because there are sufficient contingency funds to cover the increased incentive payment, there would be no project cost increase.


  5. Decision: Final Deauthorization of the Shoreline Protection, Preservation, and Restoration Panel Demonstration Project (LA-0280) (Brandon Howard, NMFS) 10:15 a.m. to 10:30 a.m. The National Marine Fisheries Service (NMFS) and the Louisiana Coastal Protection and Restoration Authority (CPRA) request final deauthorization for the Shoreline Protection, Preservation, and Restoration Panel (LA-0280) demonstration project due to a project cost increase of 59%. Deauthorization of the LA-0280 project would allow any unused Phase 1 funds to be returned to the CWPPRA program for other use. The Task Force approved initiation of deauthorization procedures in October 2018.


  6. Decision: Request to combine the Caminada Headland Back Barrier projects, Increments 1&2 (BA-171/BA-193) and an Increase in BA-171 Phase 2 Budget (Brad Crawford, EPA) 10:30 a.m. to 10:50 a.m. EPA and CPRA request approval to combine the Caminada Headland Back Barrier, Increment 2 project (BA-193) with the Caminada Headland Back Barrier Increment 1 project (BA-171) which has already been approved for Phase 2 construction. EPA and CPRA also request a corresponding increase in the BA-171 Phase 2 budget that would provide enough funding for the construction of both projects. The sponsors are proposing to take advantage of the opportunity to combine construction activities for these two adjacent projects to save considerable time and money. If approved, the BA-193 project area would be combined with BA-171 and the BA-193 project would be deauthorized.


  7. Report: 20-Year Life Project Impact Analysis (Scott Wandell, USACE) 10:50 a.m. to 10:55 a.m. The P&E Committee will report out on updates regarding the development of a process analyzing 20-year life project impacts.


  8. Report/Decision: Upcoming 20-Year Life Projects (Scott Wandell, USACE) 10:55 a.m. to 11:15 a.m. The project sponsors will present recommended paths forward for projects nearing the end of their 20-year lives. The Technical Committee will vote on a recommendation to the Task Force on the path forward for the following projects.



  9. Decision: FY20 Planning Budget Approval, including the PPL 30 Process, and Presentation of FY20 Outreach Budget (Process, Size, Funding, etc.) (Scott Wandell, USACE) 11:15 a.m. to 11:30 a.m. The P&E Subcommittee will present their recommended FY20 Planning Program Budget development, including the PPL 30 Process.
    1. The Technical Committee will vote on a recommendation to the Task Force to approve that the PPL 30 Process include selecting four nominees in the Barataria and Terrebonne Basins; three projects in the Breton Sound and Pontchartrain Basins; two nominees in the Mermentau, Calcasieu/Sabine, and Tech/Vermilion Basins; and one nominee will be selected in the Atchafalaya Basin.
    2. The Technical Committee will vote on a recommendation to the Task Force to approve the FY20 Outreach Committee Budget, in the amount of $452,113.
    3. The Technical Committee will vote on a recommendation to the Task Force to approve the FY20 Planning Budget (includes Outreach Committee Budget), in the amount of $5,008,132.


  10. Report/Decision: Selection of Ten Candidate Projects to Evaluate for PPL 29 (Kevin Roy, FWS) 11:30 a.m. to 12:00 p.m. The Technical Committee will consider preliminary costs and benefits of the 29th Priority Project List (PPL) projects. The Technical Committee will select 10 projects as PPL 29 candidates to be evaluated for Phase 0 analysis, which will be considered later for final selection of projects that will be approved for Phase I (Planning and Engineering and Design).

  13. Announcement: Date of Upcoming CWPPRA Program Meeting (Brad Inman, USACE) 12:10 p.m. to 12:15 p.m. The Task Force meeting will be held May 9, 2019 at 9:30 a.m. at the Estuarine Habitats and Fisheries Center, 646 Cajundome Blvd., Lafayette, Louisiana.
