Due to COVID-19 social distancing recommendations, the CWPPRA Task Force will hold a virtual meeting via WebEx in place of the regularly scheduled in-person meeting on January 27th.   3. Report: Electronic Votes and Approvals (Sarah Bradley, USACE) 9:50 a.m. to 10:00 a.m. Ms. Sarah Bradley will report out on recent electronic votes and approvals.

  4. Report: Construction Update (Sarah Bradley, USACE) 10:00 a.m. to 10:15 a.m. The CWPPRA agencies will provide a report on projects that are currently under construction and projects that have recently completed construction.

  5. Report: Public Outreach Committee Report (Lauren Leonpacher, USGS) 10:15 a.m. to 10:35 a.m. Ms. Lauren Leonpacher will present the Public Outreach Committee report.

  6. Report: Coastwide Reference Monitoring System (CRMS) Report (Leigh Anne Sharp, CPRA) 10:35 a.m. to 10:55 a.m. Ms. Leigh Anne Sharp will provide a report on CRMS.

  7. Report: Bio-Engineered Oyster Reef Creation Demonstration (LA-08) Project Final Report (Donna Rogers, NMFS) 10:55 a.m. to 11:05 a.m. NMFS will present the Final Report for the Bio-Engineered Oyster Reef Demonstration (LA-08) Project. A brief PowerPoint presentation will be provided along with information on how to access the Final Report.

  8. Report: Construction Update for Caminada Headlands Back Barrier Marsh Creation (BA-171) Project (Karen McCormick, EPA) 11:05 a.m. to 11:15 a.m. CPRA and EPA will provide a post-storm status/ construction update for the Caminada Headlands Back Barrier Marsh Creation (BA-171) Project.

  9. Decision: Request for an O&M Budget Increase for the Terrebonne Bay Shore Protection Demonstration (TE-45) Project (Kevin Roy, FWS) 11:15 a.m. to 11:25 a.m As part of project closeout, the FWS and CPRA request an O&M budget increase of $67,016. Final accounting as part of project closeout revealed an over-expenditure of $67,016, primarily due to indirect costs not accounted for in previous project budgets.

  10. Decision: Request for Additional Site Selections for Coastwide Vegetative Planting (LA-39) Project (Quin Kinler, NRCS). 11:25 a.m. to 11:35 a.m. The LA-39 project was set up to select sites annually for 10 years, with O&M and Monitoring to extend such that the project has a typical 20-year life which is due to end in 2033. After 10 years of site selections, 30 sites have been planted in 14 coastal parishes, with 3 additional sites scheduled to be planted in 2022. At this time, there is over $3 million funded / unexpended with which additional sites could be selected, planted, and then monitored for 5 years. NRCS and CPRA request Task Force approval based on the Technical Committee recommendation to allow use of funded / unexpended funds to select, plant, and monitoring additional sites. No additional funds nor project life extensions are being requested.

  11. Decision: Request for a Change in Scope for the PPL25 – Fritchie Marsh Creation and Terracing (PO-173) Project (Brandon Howard, NMFS) 11:35 a.m. to 11:45 a.m. NMFS and CPRA request Task Force approval based on the Technical Committee recommendation of a change in scope for the Fritchie Marsh Creation and Terracing (PO-173) Project. A scope change is required due to a major change in scope (shifted project location), an increase in total project cost by more than 25%, and the ratio of the total cost to the number of net acres created by more than 25% from the Phase 0 Candidate.

  12. Report/Decision: Request for Phase II Authorization and Approval of Phase II Increment 1 Funding (Sarah Bradley, USACE) 11:45 a.m. to 12:15 a.m. The Technical Committee reviewed project information and took public comments on requests for Phase II approval on the projects shown in the following table. The Task Force will consider the Technical Committee’s recommendation to approve Phase II authorization and Increment 1 funding for the Breton Landbridge MC (West) River aux Chenes to Grand Lake, the Northeast Turtle Bay, and the No Name Bayou Marsh Creation projects totaling $85,824,555 as indicated in the table below. Funding approval is within the construction program’s available funding limits.
