  2. Report: Status of CWPPRA Program Funds and Projects (Sarah Bradley, USACE) 9:40 a.m. to 9:50 a.m. Ms. Sarah Bradley will provide an overview of the status of CWPPRA accounts and available funding in the Planning and Construction Programs.

  3. Report: Electronic Votes and Approvals (Sarah Bradley, USACE) 9:50 a.m. to 9:55a.m. Ms. Sarah Bradley will report out on recent electronic votes and approvals.

  4. Decision: 2018 Report to Congress Outline (Kaitlyn Carriere, USACE) 9:55 a.m. to 10:00 a.m. Ms. Kaitlyn Carriere will present the recommended outline and format for the 2018 Report to Congress for Technical Committee approval.

  5. Report/Decision: Request for a Change in Scope for the Shoreline Protection, Preservation, and Restoration Panel Project (LA-0280) (James McMenis, CPRA) 10:00 a.m. to 10:15 a.m. NOAA and CPRA request a change in project scope for LA-0280. The engineering and design and construction cost of the panels have increased; thereby, requiring the scope change. CPRA will report on the latest cost increase.

  6. Report/Decision: Request for Funding Increase for the Shoreline Protection, Preservation, and Restoration Panel Project (LA-0280) (James McMenis, CPRA) 10:15 a.m. to 10:30 a.m. CPRA and NOAA request a funding increase for the Shoreline Protection, Preservation, and Restoration Panel (LA-0280) demonstration project. The cost increase will be greater than 25% of the original fully funded cost. The project funding shortfall results from an underestimate of the level of effort for engineering and design services and data collection geotechnical and surveying needs within the CWPPRA authorized E&D budget, as well as an updated per unit panel cost. The revised engineering and design cost estimate for LA-0280 is $1,089,733. The revised construction cost estimate for the project, including Construction S&I and S&A and contingency, is $1,832,409. The revised fully funded cost is $3,530,758. The updated Operation and Maintenance estimate (state and federal) for the project is $596,854. The updated COE Admin estimate for the project is $11,763. Therefore, the request consists of a $576,269 increase for engineering and design, a $676,044 increase for construction, a $62,172 increase for O&M, and a $760 increase for COE Admin. The total increase is $1,315,245.

  7. Report/Decision: Selection of Ten Candidate Projects and up to Three Demonstration Projects to Evaluate for PPL 28 (Kevin Roy, FWS) 10:30 a.m. to 11:15 a.m. The Technical Committee will consider preliminary costs and benefits of the 28th Priority Project List (PPL) project and demonstration project nominees listed below. The Technical Committee will select 10 projects and may select up to 3 demonstration projects as PPL 28 candidates to be evaluated for Phase 0 analysis, which will be considered later for final selection of projects that will be approved for Phase I (Planning and Engineering and Design).


  8. Report/Decision: Upcoming 20-Year Life Projects (Sarah Bradley, USACE) 11:15 a.m. to 11:30 a.m. The project sponsors will present recommended paths forward for projects nearing the end of their 20 year lives. The Technical Committee will vote on a recommendation to the Task Force on the path forward for the following projects.


  9. Decision: FY19 Planning Budget Approval, including the PPL 29 Process, and Presentation of FY19 Outreach Budget (Process, Size, Funding, etc.) (Sarah Bradley, USACE) 11:30 a.m. to 11:45 a.m. The P&E Subcommittee will present their recommended FY19 Planning Program Budget development, including the PPL 29 Process.
    1. The Technical Committee will vote on a recommendation to the Task Force to approve that the PPL 29 Process include selecting four nominees in the Barataria and Terrebonne Basins; three projects in the Breton Sound and Pontchartrain Basins; two nominees in the Mermentau, Calcasieu/Sabine, and Tech/Vermilion Basins; and one nominee will be selected in the Atchafalaya Basin.
    2. The Technical Committee will vote on a recommendation to the Task Force to approve the FY19 Outreach Committee Budget, in the amount of $452,113.
    3. The Technical Committee will vote on a recommendation to the Task Force to approve the FY19 Planning Budget (includes Outreach Committee Budget), in the amount of $5,008,132.

  10. Additional Agenda Items (Brad Inman, USACE) 11:45 a.m. to 11:50 a.m.

  11. Request for Public Comments (Brad Inman, USACE) 11:55 a.m. to 12:00 p.m.

  12. Announcement: Date of Upcoming CWPPRA Program Meeting (Brad Inman, USACE) 12:00 p.m. to 12:05 p.m. The Task Force meeting will be held May 24, 2018 at 9:30 a.m. at the Estuarine Habitats and Fisheries Center, 646 Cajundome Blvd., Lafayette, Louisiana.
