PROJECT DESCRIPTION:

The objective of the project is to protect and preserve vegetated wetlands by repairing the lateral and rear dikes of the MRGO disposal areas. Dike repairs, in conjunction with the installation of metal box weirs to control and divert water flow, will prevent the perched marshes from draining and becoming vegetated with upland plants. The project area is segmented into three separate reaches with each reach representing a fresh water marsh area. Approximately 28,000 linear feet of dike will be repaired. Metal box weirs with a single 40-inch pipe would be installed in the rear dikes at designated locations to control water levels within each area.

Completed scope of work greatly reduced. Work was to be performed via a simplified acquisition contract as estimated construction cost is under $100,000. Bids received were higher than Government estimate by 25%. Subsequently received an in-house labor estimate from Vicksburg District. Vicksburg District completed construction on 29 January 1999.

Cost increase was due to additional project management costs, environmental investigations and local sponsor activities not included in the baseline estimate. Further title research indicates that private ownership titles are unclear, requiring condemnation. This accounts for the long period between CSA execution and project construction.

FUND STATUS:

The current project estimate is $318,445 , which includes $292,134 for construction first costs, and $26,311 and $0 for 20 years of monitoring and operations and maintenance, respectively.
